Fixed electronic communications network consists of transmission systems and, where applicable, switching or routing equipment and other resources which permit the conveyance of signals by wire, by optical or any other electromagnetic system regardless of the type of data transmitted and provides the establishment of electronic communications at certain locations, namely, it represents electronic communications network which does not include mobile electronic communications network.

Changes in the telecommunications market in the Republic of Croatia started by partial market liberalization that occured at the beginning of the year 2003. However, although the process of market liberalization started in 2003, legally the liberalization in fixed telephony in its full meaning started on January 1st, 2005.
The most important changes in the market refer to the end of monopoly in fixed telephony. During the second quarter of the year 2005, the first alternative operator started operating commercially, building its subscribers’ base on the carrier pre-selection service (CPS). The first call via carrier pre-selection was made on June 1st, 2005.

In September 2006, the process of local loop unbundling started, enabling alternative operators to connect end users directly.
Number portability in fixed networks became available in July 2005. Liberalization of services in fixed electronic communications network resulted in higher market competition, and in a significantly higher number of operators aiming at connecting large number of users.
