Strategic Plan of Activities for Radio Frequency Spectrum Management Open for Public Consultation for the First Time

The purpose of the Strategic Plan of Activities is to establish guidelines for the efficient and sustainable planning and use of the spectrum for the period 2026-2029. The public consultation will remain open until 1 December.
 
Zagreb, 30 October 2025 - The Croatian Regulatory Authority for Network Industries (HAKOM) has, for the first time, published its Strategic Plan of Activities for Radio Frequency Spectrum Management and opened it for public consultation. The radio frequency spectrum is a valuable and limited resource, and its management must be approached in a strategic and long-term manner, particularly in light of current developments at the European and global levels.
 
The Strategic Plan aims to define clear directions for the efficient and sustainable planning and utilisation of the spectrum during the period 2026-2029, while fostering technological progress and digital transformation in line with the needs of Croatian society.
 
As this is the first document of its kind prepared by HAKOM, it has been drafted to provide broader information than the future operational plan itself, offering a comprehensive regulatory context for its preparation. The document outlines the regulatory framework underlying HAKOM’s activities, enabling the public to gain a clearer understanding of the mechanisms governing radio frequency spectrum management, both nationally and internationally. Following the conclusion of the public consultation and the adoption of the document, the final version of the Plan will be more concise and will focus on HAKOM’s forthcoming activities, without the detailed explanations included in this draft.
 
The document presents various radiocommunication services and highlights current topics in the field of radio communications, including 6G, spectrum sharing, the 6 GHz and UHF bands, ENG/OB, unmanned aircraft and counter-drone systems, satellite communications, public exposure to electromagnetic fields, repeaters and signal boosters in mobile communication networks, and radio equipment. HAKOM therefore invites comments and opinions from the public and market stakeholders - including equipment manufacturers and operators - to ensure that the Plan reflects real market needs.
 
Through this document, HAKOM seeks to promote dialogue with market participants in order to define its strategic activities more effectively, based on the feedback received. The overarching goal is to support the development of the Croatian market, strengthen the national economy, and benefit end users - namely citizens.
 
It should be emphasised that the Strategic Plan of Activities is not a binding document and that certain guidelines may be revised over time in response to changing circumstances.
