Addressing and numbering space
HAKOM is entrusted with the task of managing the addressing and numbering space in electronic communications, as a naturally limited public resource whose efficient use is of national interest to the Republic of Croatia. This responsibility includes the continuous monitoring of market conditions, the timely preparation of the Addressing Plan and Numbering Plan, the prompt allocation of addresses and numbers, as well as the adoption of the necessary regulations that enable users to transfer and utilise addressing and numbering resources.HAKOM is also responsible for the Central Administrative Database of Ported Numbers (CABP) and the e-Portability application, ensuring their ongoing maintenance and development, in line with the needs of users and operators to ensure optimal use. In addition, HAKOM manages the national Addressing and Numbering Database of the Republic of Croatia (the e-Operator system), which is regularly maintained to enable operators to electronically submit requests for the allocation, withdrawal, or transfer of rights to use addresses and/or numbers.A transparent, objective, fair, and impartial allocation of addresses and numbers to operators ensures equal competition in the electronic communications market at all times.
HAKOM adopts Addressing Plan and Numbering Plan following a public consultation process, taking into account the needs of both operators and service users. HAKOM allocates addresses and numbers to operators through primary allocation. Through secondary allocation, operators may then assign addresses and numbers to other operators or to end users.
Operators submit requests for the allocation of addresses or numbers to HAKOM using the electronic form available through the e-Operator system. HAKOM will approve the request and issue a decision on the allocation of addresses or numbers as quickly as possible, provided all conditions set out in Articles 130 and 132 of the Electronic Communications Act are met.

The management of the national top-level internet domain of the Republic of Croatia (the “.hr” domain) falls under the authority of the public institution Croatian Academic and Research Network - CARNet, which has been granted the authority to manage the national domain space by the competent international organisation - www.carnet.hr.
