Use of MCC 999 for Private Mobile Networks in the Republic of Croatia

Croatia is experiencing growing interest from market participants in establishing private networks, particularly in industrial and logistics environments, making the practice of using MCC 999 increasingly common.

The ITU-T Recommendation E.212 defines a global system for identifying mobile networks through Mobile Country Codes (MCC) and Mobile Network Codes (MNC). According to ITU-T Recommendation E.212, the international MCC 999 is reserved for private (non-public) mobile networks (NPN), specifically for standalone private networks that do not rely on network functions provided by the public mobile network (PLMN). MCC 999 is not assigned but is used in accordance with ITU-T Recommendation E.212.

In order to avoid multiple private mobile networks using the same MNC codes—which could potentially lead to technical conflicts and operational issues—HAKOM maintains a national register of MCC-MNC combinations 999-XX(X). This is a voluntary registration mechanism aimed at coordination and technical security.

The use of MCC 999 is conducted exclusively in accordance with ITU-T rules, while HAKOM’s registry serves solely a technical and coordination purpose.

Accordingly, operators/entrepreneurs who use or plan to use MCC 999 are requested to provide HAKOM with the following information via email at [email protected]
  • Name of the company, address, contact number, and email of the operator/entrepreneur
  • MNC code to be used within MCC 999 → in the format 999-XX(X)
  • Frequency band
  • Information on the geographical location
  • Description of the private network (technical specifications)
  • Description of the services to be provided
In the event of any changes to the provided information (e.g., change of location, MNC modification, etc.), please update the details no later than 15 days after the change occurs.
