Universal services (USO)
Universal services refer to a set of services of a specified quality that are available to all users at an affordable price throughout the entire territory of the Republic of Croatia. These services include:
a) access to voice communication services at a fixed location
b) internet access with a minimum speed of 14 Mbit/s for downloads and 1 Mbit/s for uploads
c) affordable tariff options or packages for socially vulnerable user groups
d) access to public telephone booths If the universal services provider is unable to deliver the service via a fixed network, it may be provided using alternative technologies, such as a mobile network (portable data device), Wi-Fi, etc.

- Hrvatski Telekom d.d. - throughout the entire territory of the Republic of Croatia
- A1 Hrvatska d.o.o. - in 19 geographical areas/municipalities (Črnomerec, Donja Dubrava, Donji grad, Gornja Dubrava, Novi Zagreb - East, Novi Zagreb - West, Peščenica-Žitnjak, Podsljeme, Podsused-Vrapče, Sesvete, Stenjevec, Trešnjevka - South, Trešnjevka - North, Trnje, Brela, Split, Tučepi, Brckovljani, and Dugo Selo)
- Telemach Hrvatska d.o.o. - in 5 geographical areas/municipalities (Novi Zagreb - East, Novi Zagreb - West, Stenjevec, Trešnjevka - South, and Trnje)
- recipients of the guaranteed minimum benefit
- beneficiaries of the inclusion allowance (levels one, two, or three) who are not provided with residential care or organised housing
- recipients of the national allowance for elderly persons
- recipients of financial support for unemployed Croatian war veterans from the Homeland War and members of their families
- recipients of financial support for civilian victims of the Homeland War and members of their households
- recipients of the energy-vulnerable consumer allowance and members of their households
