Notice to users on Amendment to the existing Customs Manual for Import and Export of low value consignment

As of 1 November, in the   postal traffic, it is no longer possible to change, subsequently enter or delete the IOSS number on the consignment

ZAGREB, 8 November 2022 - Although the customs declaration of consignments introduced via e-commerce into the territory of the EU/Croatia is not within the competence of HAKOM but of the Customs Administration at the Ministry of Finance of the Republic of Croatia HAKOM, as the regulatory authority responsible for regulating the postal services market, informs users of the amendments to the existing Customs Manual for Import and Export of low value consignments

The amendments to the Customs Administration Manual stipulate that in cases when the IOSS procedure is applied in the postal traffic, it is no longer possible to change, subsequently enter or delete the IOSS number on the postal item, applicable as of 1 November 2022. In accordance with the above mentioned changes in customs regulations, only in cases when an incorrect IOSS number arrives via the electronic system or that number is not indicated at all on the item, the postal service providers, i.e. the customs declarant, will have to fill in the import customs declaration under this new customs Regulation, and then it is possible to charge an presentation to the Customs additional service when drafting the H6 or H7 declaration. Therefore, only if postal service providers need to collect public debt (VAT and/or customs) from the recipient on imported goods in the postal item, will the postal service providers be able to collect their additional postal service when drawing up the customs declaration, as they have done so far.
