Collection of Data on the Availability of Broadband Access

HAKOM collects data on a quarterly basis in order to conduct the geographical survey of the availability of electronic communications networks capable of providing broadband access. The information resulting from the geographical survey of broadband network availability is an important tool for the effective development, implementation and monitoring of broadband policies and related measures.
 
Purpose

The information obtained from the geographical survey must be sufficient to enable the implementation of the following tasks: 

• Verification of coverage conditions as defined in radio-frequency spectrum licences.
• Verification of the availability of services subject to the universal service obligation.
• Provision of data to the Ministry and other relevant state administration bodies for the allocation of public funds or the preparation of strategic documents (such as national broadband plans), including the identification of areas where the market is not functioning.
• Submission of the results of geographical surveys to BEREC and the European Commission, upon request.
• Identification of areas where no operator or public authority has deployed, or plans to deploy, a VHC network, or to upgrade an existing network to support downstream speeds of at least 100 Mbit/s.
• Definition of relevant markets pursuant to Article 97(2) of the Electronic Communications Act (ZEK).
• Imposition of the appropriate universal service obligations pursuant to Article 119(2) of the Electronic Communications Act (ZEK).
• Development of an information tool that enables end users to determine network availability and, to a sufficient extent, to select an operator or service provider.

Data collected: 

• Coordinates and address of the building.
• Maximum downstream and upstream speeds.
• Infrastructure details (medium, technology, and access network topology).
• Presence of ducting in the street or leading to the building.
• Information on addresses where network infrastructure has been deployed or installed using EU funds (PRŠI).
