Spatial Planning Documents – Spatial Plans

HAKOM, as a public authority vested with public powers determined by a special law - the Electronic Communications Act (Official Gazette Nos. 73/08, 90/11, 133/12, 80/13, 71/14, 76/22 and 14/24) - defines the requirements for the content of those parts of spatial plans that address electronic communications infrastructure (hereinafter: ECI).

Given the scope of work, particularly the large number of spatial plans and the procedures for their amendments and supplements, standardised requirements have been prepared for the content of spatial plans in the part relating to ECI planning.

The standardised requirements are divided according to the type of spatial plan into:
  • Requirements for the content of the Detailed Spatial Plan (PPU) regarding the planning of Electronic Communications Infrastructure (ECI)
  • Requirements for the content of the General Urban Plan (GUP) regarding the planning of Electronic Communications Infrastructure (ECI)
  • Requirements for the content of the Urban Development Plan (UPU) regarding the planning of Electronic Communications Infrastructure (ECI)
In the procedure for adopting spatial plans, in accordance with the provisions of the Spatial Planning Act, HAKOM participates from the moment a request is submitted (that is, when the competent planning authority issues a decision to initiate the preparation of a new plan or to amend and supplement an existing one). HAKOM also takes part in the public consultation process by providing a written opinion on the draft spatial plan prepared for public consultation.

In order to enhance the quality of planning for electronic communications infrastructure and other related equipment within spatial plans at all levels, the Government of the Republic of Croatia has adopted the Regulation on Criteria for the Development of Electronic Communications Infrastructure and Other Related Equipment (Official Gazette No. 42/25; hereinafter “the Regulation”).

Pursuant to Article 12 of the Regulation, HAKOM publishes on its website the graphic part of the Consolidated Plan and the Broadcasting Network Plan.
