HAKOM publishes eleventh public tender for the development of socially-useful applications

PRESS RELEASE

HAKOM published the eleventh public tender for the development of four new socially-useful applications under the Programme for Internet and Broadband Development in Areas of Special State Concern, Hilly and Mountainous Areas and Islands

ZAGREB, 14 November 2014 – The Croatian Regulatory Authority for Network Industries (HAKOM) invited a new public tender for the development of four new applications under its Programme for Internet and Broadband Development in Areas of Special State Concern, Hilly and Mountainous Areas and Islands. Ideas for applications were previously selected in a public tender taking into account the feasibility criteria, estimates of costs for the realization of individual ideas and direct and indirect benefits for citizens.

The tender has been published for the development of the following four applications:

Web application for the development of digital teaching materials – the system will contribute to the development of IT literacy, promote e-learning, and it will encourage some teachers to use the distance learning system. It is envisaged that the system and materials will be available online so they can be easily accessed from any area with Internet coverage. In this manner, materials will be easily accessible to pupils and they would learn how to use the new technology. The storage of all materials in a single cloud enables the exchange of teaching materials between teachers and cooperation between schools. The possibility for integration of all teaching materials in a distance learning system would be very useful to all pupils who cannot be present in class at some point. The objective of such materials is to enable more quality and interactive teaching, with a special emphasis on availability of quality education in areas covered by the programme.

Home care and physical therapy at home – the project will enable the creation of all preconditions for the integration of IT systems for at home nursing care and physical therapy at home, into a single central system. In this manner, workers in these two sectors (Institution for the Provision of At Home Nursing Care and Institution for Physical Therapy at Home) would have access to data about the patient, conditions would be created for quality keeping of records of all procedures, medical information would be shared with other users of the system and labour costs of institutions would be reduced. These are preconditions for increasing the quality of health care.

e- diagnostics and support for children with communication difficulties (eDD) – the purpose of the application is to enable timely discovery of communications difficulties in children by providing diagnostics to experts in pre-school institutions and schools and to paediatricians and family doctors, and by providing insight into basic support strategies. The existing organization of health, educational and social systems in smaller towns, remote islands, rural areas and/or areas of special state concern lacks experts who are able to recognize children with developmental difficulties and to provide support to families. The eeD service enables distance assessment of a child in a distance multimedia session.

Management of firefighting interventions – the purpose of the application is to provide software support for working processes taking place during firefighting interventions at all management levels.  The use of the application in the firefighting system is aimed at the following: standardization in work processes during firefighting interventions, single system for receiving, processing, distributing and storing information on firefighting interventions, greater efficiency of the reporting system and cost-efficiency in the maintenance of software solutions, devices and equipment in firefighting organizations.

The tender is open to all interested legal and natural persons, and the deadline for the submission of tenders is 23. December 2014. All additional information is available at HAKOM’s website at the following link: https://www.hakom.hr/default.aspx?id=63&nid=164
