The Congress of the Universal Postal Union will be held in Istanbul from September 20 to October 7, bringing together more than two thousand delegates, the representatives of UPU Member States. The aim of the Congress is to define the future of the global postal sector. 

The Forum is envisaged as an interactive platform for the exchange of opinions between BEREC and stakeholders on the electronic communications market. This year’s forum will focus on an overview of the EU regulatory framework on telecommunications, telecommunications connectivity and digital environment.  

The main objective of the meeting is to prepare for the 28^th BEREC’s plenary meeting that will take place from 6 to 7 October 2016 in Vilnius, Lithuania. 

At the meeting it was discussed on the draft Regulation on roaming wholesale prices whose adoption is a necessary condition in order to complete abolition of retail roaming charges that should happen in June 2017.

Defined wholesale conditions shall enter into force on January 1, 2017 or July 1 2017, depending on the decision, and all decisions were confirmed by the European Commission. 

The project team is responsible for the preparation of the regulatory framework and organization of the use of the radio frequency spectrum allocated to satellite service. 

The aim of the roundtable is to provide current information for all parties involved in the process of development and construction of broadband infrastructure as well as giving guidelines to the potential beneficiaries of the EU funds on the steps necessary for a successful project implementation. 

The main topics that will be discussed are related to the further development of the regulatory framework for international harmonization of mobile communications networks in border areas, vessels and aircrafts, M2M - Machine-To-Machine Communications and additional spectrum for broadband Internet. 

At this year’s ELMAR, during the first day of the conference the experts from the Croatian Regulatory Authority for Network Industries (HAKOM) presented their works. 

During the weekend of parliamentary elections, the biggest fall of the number of complaints was recorded, and all the numbers reported by citizens were blocked.

The topic of the meeting was the Proposal for a Regulation of the European Parliament and of the Council on cross-border parcel delivery services.  

The most important topics of the meeting include the drafting of a proposal for stronger technical coordination of the RF spectrum in the 870 – 876 MHz and 915 – 921 MHz bands for use by short-range devices in Europe and the discussion on requirements for the urban railway system, application in cars, medicine and for other uses.     

Promotional SMS (and MMS) messages must be sent exclusively from registered numbers which are not concealing the identity of the sender and the message must clearly inform the user how to stop any further communication without any fees or cost for the user. All unregistered numbers will be blocked as soon as possible, and in case of illegal numbers, the owners may expect fines and other problems for breaking the pre-election silence.   

In addition to Mr. Ignac Lovrek and Mr. Darko Parić, the President of the Council of the Croatian Regulatory Authority for Network Industries (HAKOM), Dražen Lučić, also participated in the preparation of the part of the study dedicated to electronic communications. 

The Executive Director of the Croatian Regulatory Authority for Network Industries (HAKOM), Mr. Mario Weber, will participate as a speaker and a panelist at the SEE Cloud Computing Forum, which is taking place in Zagreb. He will speak on regulatory challenges of cloud computing. 

The meeting focused on the discussion on the proposal for the Regulation on wholesale roaming prices. The adoption of this Regulation is a necessary precondition for complete elimination of retail roaming charges which is expected by June 2017. 

13% more goods were transported by rail than in the previous quarter.  

The working group deals with issues concerning the quality of service provision, user protection and state on the postal services marked in the EU and the meeting includes discussions on draft documents prepared by this working group. 

Growth in the number of parcels on the postal services market in the Republic of Croatia continued in the second quarter of 2016, which resulted in the increased total revenue of all postal service providers.
