SRUUK – Early Warning and Crisis Management System

All mobile users will receive a test message from the Civil Protection System on Saturday, June 3 rd.

Zagreb, 1 June 2023 The Early Warning and Crisis Management System – SRUUK was presented, which will certainly contribute to raising the overall reaction capacity and increasing the capacity of the crisis management system in the Republic of Croatia. This unique tool, which will, for the first time in Croatia, quickly and efficiently inform citizens and civil protection participants about the dangers and measures that need to be taken to reduce human casualties and material damage, was presented by Davor Božinović, the Deputy Prime Minister of the Republic of Croatia and Minister of the Interior. The system was developed in accordance with European directives and in cooperation with the Croatian Regulatory Authority for Network Industries (HAKOM) and the Personal Data Protection Agency (AZOP) in order to avoid unauthorized data usage.

Through the system, it will be possible to send a warning for any situation threatening people’s lives and safety, the environment, and property.

The Early Warning and Crisis Management System before being put into production will be tested in real-life conditions on Saturday, June 3, 2023, i.e. by sending test messages to all mobile phone users present in the Republic of Croatia at that time.
SMS text messages for the entire territory of the Republic of Croatia will be the following “Dear Sirs, you have received the TEST message by the Civil Protection Early Warning and Alert System in emergencies.” The sender of the message will be HR112ALERT.

The messages will be sent to their customers by all three operators of public mobile electronic communications networks and services (Hrvatski Telekom d.d., A1 Hrvatska d.o.o., Telemach Hrvatska d.o.o.) and the customers in roaming will receive it as well. The system supports sending SMS alerts to the users, currently positioned in the selected alert area and who have interacted with the operator’s network at the time of sending the SMS text messages.
