The World Conference on Telecommunication Development (WTDC-17) has started

The International Telecommunication Union (ITU) is organizing the World Telecommunication Development Conference (WTDC -17) which is held in Buenos Aires from 9 to 20 October 2017 on the ICT sector as the foundation for achieving the goals of sustainable development. The World Telecommunication Development Conference (WTDC) is held every four years and it is a preparation for the Conference of World Telecommunication Community (PP) Authorities, the main conference of all ITU Member States deciding on the future role of ICT in the development of Information and Communication Technologies (ICT). ZAGREB, October 12, 2017 – Following the invitation of the organizer ITU – International Telecommunication Union), Buenos Aires is hosting the (WTDC-17 - World Telecommunication Development Conference 2017. This conference is held between the two PP - Plenipotentiary Conferences which is the most important Conference  of all  ITU Member States deciding  on the future role of the organization in the development of information and communication technologies. This – World Telecommunication Development Conference 2017 (WTDC - 17) placesthe ICT sector as the foundation for achieving the goals of sustainable development and serves as the main preparation for the next conference  the  PP - Plenipotentiary Conference which is to be held next year from 29. October to November 16  i the United Arab Emirates (Dubai).

Within the first two days of the conference, apart from the welcoming speeches of the leaders of the International Telecommunication Union (ITU) and the highly-positioned Argentina as the host, highly-positioned officials from different countries around the world sent their key messages for further development of the ICT sector. The main strategic messages were related to the  investment into infrastructure, which is actually a precondition for enabling the  Broadband Internet Access. Apart from investing into the infrastructure, great emphasis was placed on 5G technology. However, not only that  5G technology permits high transmission speeds but it also permits connectivity among large number of different devices. This is what is important for the development of  IoT which is becoming our present and  the near future. Great emphasis has been placed on the development of smart cities. IoT is closely related  to (Big Data) representing the processing of large amount of personal data, processed in a very short time and from a large number of sources. This is an additional challenge for the protection of personal data which is also heavily emphasized  as well as on cyber security which systematically and comprehensively faces  the most important activities for the protection of all users of modern electronic services. There is a general understanding of these key challenges of the ICT sector in digital society but there are certain differences in achieving all these major goals.

During this conference  the 25th anniversary of  ITU-D establishment. This is the ITU’s division for telecommunication development (ITU Telecommunication Development Sector - ITU-D). Therefore, on Monday, October 11 the main topic at the Conference was two roundtables where, the high-ranking state officials along with representatives of the private and public sector and the academic community, discussed on the impact of the ICT sector as the foundation for achieving the goals of sustainable development and how the digital economy would look into the future. Mr. Andrus Ansip, Vice-President of the European Commission, responsible for the Digital Single Market, took part in the round table as well. The October 12 and 13 were mostl reserved for the work of various committees and accompanying events. Apart from the main topics there is a range of accompanying events adding value to the conference. It is also important to stress out discussion on women in the ICT sector, whose importance is recognized by HAKOM as well, while as the second event, the necessity of encouraging the development of digital skills in young people should be stressed out because this is what ensures quality development of digital society.

In addition to the afore-mentioned events, there are also co-ordination meetings of the representatives of European countries discussing the ITU-D Declaration, Strategic and Action Plans and Resolutions. At these meetings common European positions were defined.
