HAKOM Adopts the Strategic Plan for Radio Frequency Spectrum Management for 2026–2029
ZAGREB, 23 January 2026 - Following a public consultation held from 31 October to 1 December 2025, the Croatian Regulatory Authority for Network Industries (HAKOM) has adopted the Strategic Plan for Radio Frequency Spectrum Management for the period 2026-2029. During the public consultation, comments were submitted by a wide range of market stakeholders. After analysing the comments received, the initial draft of the Strategic Plan was revised. As announced during the consultation process, a concise version of the Strategic Plan has also been prepared, focusing on HAKOM’s planned activities for the forthcoming period.
For the first time, the Strategic Plan provides a comprehensive overview of the regulatory framework and strategic guidelines for the efficient and sustainable management of the radio frequency spectrum in the context of technological progress and international developments. HAKOM defines its future strategic activities with the aim of benefiting the Croatian market, supporting the national economy, and serving end users, specifically Croatian citizens.
The Strategic Plan encompasses individual radiocommunication services—such as broadcasting, mobile, maritime and aeronautical services, and amateur radio—as well as a number of current issues, including 6G technology, spectrum sharing, the utilisation of the upper 6 GHz band, satellite communications (direct-to-device, D2D), the deployment of unmanned aerial vehicles, and regulatory matters concerning electromagnetic fields and radio equipment.
