HAKOM Publishes Results of Mobile Network Quality Measurements in Croatia for 2026

ZAGREB, 15 June 2026 - The Croatian Regulatory Authority for Network Industries (HAKOM) has published the results of its 2026 measurements of service quality in public mobile electronic communications networks across the Republic of Croatia. These measurements have been conducted continuously since 2023, with the results analysed, publicly released and shared with operators to assist them in planning and optimising their respective networks.

The measurements were carried out on behalf of HAKOM during April and May 2026 by the specialised company NET CHECK GmbH, following a public procurement procedure. The assessment covered 32 cities and 2,500 kilometres of roads and motorways throughout the Republic of Croatia, encompassing areas in which more than 50 per cent of the country's population resides.

The quality assessment was conducted using the NET CHECK methodology, which is based on international standards and enables an objective comparison of operators through a range of key performance indicators for voice and data services. The results indicate a high level of mobile network quality in the Republic of Croatia.

The same company conducted the first publicly commissioned measurement in 2023. Compared with that assessment, all three operators recorded improvements in most key performance indicators, particularly in the area of data services. At the same time, the results highlight the need for further improvements, especially in relation to services provided along roads and motorways.

The findings are consistent with the operators' ongoing investments in network development and modernisation. Differences in overall scores compared with 2023 are also partly attributable to changes in the evaluation methodology rather than necessarily reflecting changes in the actual quality of the networks.

The continued development of mobile networks, including the expansion of 5G coverage and the introduction of advanced technologies such as 5G Standalone (5G SA) and Voice over New Radio (VoNR), could further enhance service quality for users.
