Instructions for Granting a Licence for the Use of the RF Spectrum on a Vessel
The application for granting a licence to use the radio frequency spectrum on a vessel is submitted to HAKOM via the Single Administrative Point (the Ministry of the Sea, Transport and Infrastructure (MMPI) - the competent port authority).
Data exchange between HAKOM and MMPI is ensured by link between the Ship Registry system (MMPI) and the e-Vessel system (HAKOM). The granting of the aforementioned licence falls under the jurisdiction of HAKOM, and by integrating these two systems, all necessary procedures for registering a vessel in the Ship Registry and submitting an application for a radio frequency spectrum licence can be completed quickly and easily in one place via the Single Administrative Point.
When applying for granting of the aforementioned licence, it is necessary to:
Correctly complete the aplication form for granting a licence to use the radio frequency spectrum on a vessel;
Indicate the general vessel category according to the data in table 1.
Specify the individual vessel category according to the data in table 1.
Indicate the type of device for which the licence is being granted. (Devices are categorised by type and frequency bands in which they operate, and these can be checked in table 2).
For each selected device type, state the total number of devices for which the licence is being granted.
Along with the completed application form, the following must be submitted:
Documentation by Article 14, Paragraphs 1 and 2 of the Ordinance on the Conditions for Assignment and Use of the Radio Frequency Spectrum, i.e., a copy of a valid Registration Certificate or an Excerpt from the Ship Registry.
A copy of the previously granted licence if a change of details in the existing licence is requested.
A copy of a certificate or another public document containing the Personal Identification Number (OIB).
If the applicant is not the vessel owner, a power of attorney (certified by a notary public) must be submitted for representation in the licensing procedure, as well as for receiving the invoice and licence.
A power of attorney certified by a notary public appointing a representative for receiving official correspondence with a residence in the Republic of Croatia must be submitted if the vessel owner is a foreign national.
If the applicant has previously provided HAKOM with a certificate or another public document containing the OIB, it is not required to be resubmitted for future licence applications.
The application for granting a licence to use the radio frequency spectrum on a vessel can also be submitted via the e-Vessel web application. However, in this case, a follow-up procedure is required to enter the granted licence details into the Ship Registry at the competent port authority.
Only registered users have access to the e-Vessel web application.
Note:
The fee for using the radio frequency spectrum is payable upon a written request from HAKOM at the time of processing the application.
Expenses Settlement for the Provision of Electronic Communications Services in Maritime Transport
