Results of Independent Measurements: Excellent Quality of Services Provided by Croatian Mobile Networks

Independent measurements of the quality of all three Croatian mobile networks have shown excellent results. All three operators are, based on the overall results, on an equal footing with other European operators.

ZAGREB, 25 June 2025 - For the third consecutive year, the Croatian Regulatory Authority for Network Industries (HAKOM) has commissioned an assessment of service quality in public mobile electronic communications networks across the Republic of Croatia. As in the previous year, the measurements were carried out by Commsquare Hellas Ltd., a telecommunications company specialising in this type of testing, following a public procurement procedure. The measurements of mobile network quality in urban and suburban areas, as well as on roads and motorways, were conducted during April and May this year. The measurement campaign covered 31 cities and approximately 5,000 km of Croatian roads and motorways. Testing was conducted in areas inhabited by around two million people, accounting for over 50 per cent of Croatia’s total population.

The results show that A1 Hrvatska, Hrvatski Telekom and Telemach Hrvatska have improved their mobile networks over the past year, and these networks continue to perform very well or excellently in comparison with other EU operators. The key indicators for all three networks are outstanding: voice and WhatsApp call setup success rates stand at around 99 per cent, as do file downloads and website loading. The highest measured average internet download speed was 366 Mbit/s, while the highest average upload speed reached 57 Mbit/s.

Detailed measurement results for each network are shared with the respective operators to assist them in planning and optimising their own networks, and the public measurement report is available via the provided link.
