The World Radiocommunications Conference (WRC-15) was opened this Monday in Geneva with a plenary session. 

The most important topics of the meeting are related to the recommendations regarding the exterritorial use of E.164 numbers, the evolution in the use of E.212 codes for mobile networks (MNC) and the guidelines for fundamental changes to national numbering plans and the use of number portability information  

Shortly before the state of emergency was declared in Karlovac due to flood, HAKOM received on 12 October a report from the company “Hrvatske vode” about radio interferences. The conducted measuring showed that the interferences originated from several locations in the territory of the Republic of Slovenia. As a result of intense cooperation between two regulators, interferences were eliminated in the shortest time possible.  

Two operators have ported between each other, without authorization, a significant number of assigned numbers and then concluded a contract with a third operator allowing that operator to use geographic numbers, that is, numbers with city codes for cities in Croatia to provide special tariff services which may usually be provided only with specially designated numbers.  

The objective of the meeting was the implementation of the new regulatory framework related to the roaming services (roaming IV), and it was discussed about the report on transparency and comparison of roaming rates within the EU Member States as well as the IR EWG plans for 2016. 

In the transitional period the existing charges will be significantly reduced, for about four times (depending on the customer domestic tariff). The very fact that this is the abolition of retail roaming charges (wholesale charges continue to be applied in full effect), shows that there will be a reduction in part of the operators’ revenues. It is an important issue for the Croatian operators to know the final amount of wholesale charges, which is still to be determined, due to a significant difference in the number of users who are in roaming in the Republic of Croatia (in the intensive summer period) compared to the number of Croatian roaming users abroad. 

German national regulatory authority Bundesnetzagentur organized a regulatory conference on the role of telecommunications operators and OTT service providers in Bonn. 

This year's ITU World Telecommunication annual conference was held in Budapest with the notable participation of HAKOM’s representatives 

The workshop was held at the premises of the Croatian Chamber of Commerce in Krapina, and was intended for the representatives of Krapina-Zagorje County and the representatives of local municipalities and cities. 

 

A preliminary approval of retail prices of universal services access to the comprehensive directory of all subscribers of publicly available telephone services and Directory Enquiry service (information) about the numbers of subscribers has been granted to the company Imenik o.o. 

The ERGP's planned activities as well as the planned activities of the four working groups operating within ERGP's regulatory framework were presented at the meeting. 

Workshops on " Providing Support to the Local and Regional Self- governing units in Project Initiation and Implementation in order to Increase the Accessibility of Broadband Infrastructure with the help of state aid “ were held last week for the principals of the counties, cities and municipalities of Varaždin and Međimurje County. 

 

The second phase of monitoring the implementation of BEREC’s common positions was the topic discussed at the meeting as well as the report which is the result of data collection and processing.
  

DAB + technology will be presented at the meeting in order to inform the participants about the possibilities of providing multimedia services on the digital radio platform. 

The event is held within the celebration programme of the European Month of Network and Information Security and is intended for teachers of both primary and secondary schools and for all persons who want to use their knowledge to help children to be safer on the Internet. 

The lecture on “The Role of Sectorial Regulator in the Rail Service Market” was held by Mr. Nikola Popović, Council Member of HAKOM. 

The "Privacy Calculator" was created in cooperation with the Faculty of Electrical Engineering and Computing (FER), University of Zagreb, within the framework of the project "Looking into the Future 2020". The purpose of the application is to inform the end-users of the Internet access service about the potential dangers of providing personal information online.
