Instruction: The Use of MCC 999 for Private Mobile Networks in the Republic of Croatia

ZAGREB, 15 September 2025 - Croatia is witnessing a growing interest from the market participants in the establishment of private networks, particularly in the industrial and the logistics environments, and therefore the practice of using the MCC 999 is becoming increasingly common.

The ITU-T Recommendation E.212 establishes a global system for the identification of mobile networks through the Mobile Country Codes (MCC) and the Mobile Network Codes (MNC). According to the ITU-T Recommendation E.212, the international MCC 999 is reserved for the private (non-public) mobile networks (NPN), specifically for the standalone private networks that do not rely on the network functions provided by a public land mobile network (PLMN). The MCC 999 is not assigned but is used in accordance with the ITU-T Recommendation E.212.

In order to avoid a situation in which the private mobile networks use the same MNC codes, which could potentially lead to the technical conflicts and the operational problems in the functioning of the private networks, the HAKOM maintains a national register of the MCC-MNC combinations in the format 999-XX(X). This is a voluntary registration mechanism for the purpose of the coordination and the technical security.

The use of the MCC 999 is carried out exclusively in accordance with the ITU-T rules, while the HAKOM’s register serves solely for the technical and the coordination purposes.
