Licences Based on a Public Auction
HAKOM grants an individual licence for the use of radio frequency spectrum based on a previously conducted public auction procedure, for a radio frequency band where, due to the limitations of available radio frequency spectrum, this procedure of granting the licence is specified in The Radio Frequency Allocation Table.
The Radio Frequency Allocaion Table specifies the granting of licences based on a previously conducted public auction procedure for radio frequency bands that are of particular importance and for which there is significant demand. Due to the limited availability of radio frequency spectrum, it would not be possible to accommodate all interested parties. In this method of granting licences, it is usually not possible to determine the characteristics of the system that will use the radio frequency band, due to technological neutrality. Therefore, the selection of the bidder is made based on the principle of the highest offered price, provided that the criteria specified in the public auction announcement are met.
HAKOM initiates the licence granting procedure ex officio. Detailed conditions for assignment and use, selection criteria, and the process for announcing and conducting the auction are described in the Ordinance on the Conditions for the Assignment and Use of Radio Frequency Spectrum.
