In 2015, operators on the electronic communications market in the Republic of Croatia continued investing into the development of infrastructure, advanced technologies and innovative services. Revenue from traditional voice services continued to decrease, as forecasted. 

HAKOM’s experiences in consumer protection were presented at the conference organized in Zagreb by the Ministry of the Economy and the European Consumer Centres Network in Croatia on the occasion of the World Consumer Rights Day.   

A meeting of the Independent Regulator’s Group-Rail for market monitoring was held in Paris and the main topic included the collecting of market data. 

In the last quarter of 2015, the rail services market recorded positive trends in passenger transport. The total number of transported passengers was 48 percent more compared to the quarter before that; although it should be pointed out that the transportation of migrants and refugees has not been included in the calculation. 

At the meeting of the Electronic Communications Committee (ECC), the discussion topics were the use of 700 MHz frequency bands for broadband systems, mobile communications on board vessels, intelligent transport systems and the broadband systems for public protection and disaster cases. 

An increased number of business activities at the Croatian postal services market in the last quarter of 2015 led to an increase of the number of provided postal services. 

At the meeting which was held in Rotterdam, the main discussion topics were on network neutrality, international roaming and OTT (Over the Top) services. 

HAKOM’s representatives participated at the Plenary Meeting of the Administrative Council of the Universal Postal Union, which was held in Bern from 24 to 26 February prior to the upcoming UPU Congress. 

At the meeting the report was adopted on the effective allocation and the use of radio frequency spectrum as well as the RSPG opinion on the policy of spectrum management in the EU Member States. 

HAKOM’s representatives participated at the 21st Mobile World Congress - MWC 2016 which was held from 22 to 25 February in Barcelona. 

The forum’s work results will contribute to the process of international frequency coordination necessary for the transition to DVB-T2 and liberation of spectrum of the second digital dividend for the services in mobile communications networks. 

The emphasis of the roundtable discussion was put on the topics of common interest of all stakeholders especially the topics regarding the e-commerce, the consumer protection and current trends in the postal services market.

The brochure published by the Tenant Associations of the Republic of Croatia and the Association of Cities in the Republic of Croatia will be presented in Zadar and Varaždin with the aim to provide citizens with information regarding the Electronic communications infrastructure in residential buildings. 

At the meeting, organized by BEREC, the European Commission representatives presented the dynamics of submitting the legislative proposals and the agreed plans regarding further activities 

Drafting the Ordinance was necessary because of the harmonization of the Croatian legislation with Directive 2014/53 / EC on electromagnetic compatibility. Public consultation is open until March 6. 

This year's conference, held in Luxembourg, was focused on a range of current issues related to the implementation of fiber optic networks in providing the services such as e-health and e-government as well as the topic regarding funding and promotion of FTTH networks for wide applications. 

The topics of the meeting were the Amendments to the Fourth Railway Package and the discussion on the European Commission Proposal regarding the common European regulator. 

HAKOM's experts presented their work which comprises different aspects of quality management regarding the role of public regulatory authorities in Croatia analysing the quality management experience according to ISO 9001 requirements in the Croatian Regulatory Authority for Network Industries. 

The topic of the meeting was the development of BEREC guidelines necessary for the consistent application of the Single Market Regulation in the Electronic communications which enters into force on April 30, 2016. 

The most important topic discussed at the meeting was the problem resolution of transnational emergency calls, the A-GNSS implementation as well as the broadband Internet providers’ and OTT services providers’ obligations related to the user’s location.
