The 28th Universal Postal Union Congress Held

Zagreb, 22 September 2025 - From 8 to 19 September 2025, the 28th Congress of the Universal Postal Union (UPU) took place in Dubai, United Arab Emirates, bringing together more than 2,200 participants and representatives from 192 member countries and observer states. The Croatian delegation was led by Ivančica Urh from the Ministry of the Sea, Transport and Infrastructure (MMPI), and also included Mijo Ujević from MMPI, representatives of HAKOM, Iva Dvornik and Josipa Đerek, as well as Tomislav Šulentić representing Croatian Post.

The Congress adopted the new UPU Strategy for the period 2026 to 2029, focused on the modernisation and interconnection of the global postal network, with emphasis on digitalisation, innovation and sustainability, as well as the modernisation of postal services, accompanied by the corresponding business plan (the Dubai Business Plan). Member countries examined in detail three interlinked plans: the Integrated Postal Plan (IPP), the Integrated Remuneration Plan (IRP) and the Integrated Quality of Service Plan (IQP). These plans are aimed at modernising postal services, aligning the costs of international delivery and improving the quality of service in line with user expectations. Member countries once again voiced strong support for sustainability in the development of postal services, in particular initiatives directed towards energy resilience, the empowerment of women and social services, as key factors in maintaining the competitiveness of the postal network.

Masahiko Metoki of Japan was re-elected as Director General of the UPU, and Marjan Osvald of Slovenia was re-elected as Deputy Director General, for the 2026-2029 mandate. During the Congress, new members were also elected to the UPU Postal Operations Council and the UPU Council of Administration, which oversee the work of the UPU and implement its strategic decisions. The Congress was chaired by Mr Tariq Al Wahedi, Chief Executive Officer of the 7X Group and representative of the host country, the United Arab Emirates.
