Workshop on Electronic Communications for Administrative and Misdemeanour Court Judges
Good knowledge of legal regulations in postal services and electronic communications areas is the basis of a modern and effective legal and regulatory framework of Croatia within the future community.

Workshop on Electronic Communications for Administrative and Misdemeanour Court Judges
Good knowledge of legal regulations in postal services and electronic communications areas is the basis of a modern and effective legal and regulatory framework of Croatia within the future community.
ZAGREB, September 1, 2011 – The Croatian Post and Electronic Communications Agency, in cooperation with the Judicial Academy, held a special workshop for Administrative and Misdemeanour Court judges today at the premises of the Judicial Academy in Zagreb. The workshop was organized under the EU assistance project (IPA) with the participation of 20 judges.
Mr. Miljenko Krvišek, President of the HAKOM Council, opened the workshop, and in his introductory address referred to the importance of an informed and effective functioning of legal services in the dynamic area of new technologies. “Therefore, it is the task of us all to establish a good and consistent practice in the enforcement of laws and in sanctioning those who infringe them. This practice will ensure good quality services at a competitive price, which is possible only in the circumstances of an effective market competition among operators and with a maximum respect of rights of end users,” Mr. Krvišek emphasized.
In the technical lecture that followed after the opening, Dr. Szabolcs Koppanyi, a lawyer from Hungary, explained the basic principles of the European regulatory framework for electronic communications and gave a brief overview of the recent EU regulatory decisions. Mr. Domagoj Maričić, Legal Affairs Department Manager of HAKOM, presented a summary of the development of legislation from 1990 until present, and reported on the current situation and the steps taken in the implementation of the European regulatory framework in Croatia. During the afternoon session, Mr. Peter Lehofer, a judge at the Austrian administrative court, presented a number of concrete examples from practice related to the telecommunications market, and elaborated on the topic of specific regulatory areas and the competition act in more detail. Mr. Lehofer pointed out the elements to which administrative courts must pay special attention. Finally, Mr. Nikola Popović, member of the HAKOM Council, closed the workshop and carried out the workshop evaluation.
The holding of this workshop is part of a broader project of education for judges in specific areas which, in addition to the knowledge of general legal regulations, also requires the knowledge of a specific and complex matter in electronic communications areas. The event is also important in taking into consideration the recent adoption of the amendments to the Electronic Communications Act, which transposed the provisions of the 2009 EU regulatory framework to the Croatian legislation.
