European Board for Digital Services holds its 20th meeting
ZAGREB, 29 September 2026 - The European Board for Digital Services held its 20th meeting in Brussels on 24 September, where discussions focused on the implementation of the Digital Services Act (DSA), including the protection of young people online, information integrity in the context of electoral processes, and the role of trusted flaggers.
The Board welcomed the emphasis placed on strengthening the protection of minors in the European Commission’s proposal for an EU Kids Act, presented on 17 September, and stressed the importance of continued cooperation among all relevant stakeholders in enhancing the safety of children and young people in the digital environment.
Ahead of forthcoming elections in several EU Member States, the Board also discussed the role of the DSA in strengthening information integrity online. The Board welcomed the European Commission’s announcement that it would update its guidelines for Very Large Online Platforms (VLOPs) and Very Large Online Search Engines (VLOSEs) on mitigating systemic risks to electoral processes. It also adopted an updated version of the DSA Elections Toolkit for Digital Services Coordinators, containing practical recommendations and good practices based on experience gained during previous electoral processes.
The Board also adopted good practices for reporting suspected criminal offences involving threats to life or safety, in accordance with Article 18 of the DSA.
The meeting also highlighted the important role of trusted flaggers in identifying and reporting illegal content on online platforms. The Board welcomed the European Commission’s forthcoming guidelines on the implementation of Article 22 of the DSA, which are expected to be published in October 2026.
