European Commission unveils Action Plan to combat online abuse

ZAGREB, 11 February 2026 - The European Commission has unveiled an Action plan to combat cyber abuse and protect the mental health of children and teenagers across the EU. The plan foresees the introduction of an EU-wide app for the easy reporting of cyber abuse and access to support, better coordination of national measures, and the promotion of safer digital practices.

The app will allow children and young people to report abuse securely, store evidence, and connect with national helplines. Member States will be encouraged to develop aligned national plans and collect comparable data.

The Commission will further strengthen the protection of minors through the implementation of obligations under the Digital Services Act, the Audiovisual Media Services Directive, and the Artificial Intelligence Act, including measures against harmful content and AI misuse. The plan also emphasises prevention, with a focus on improving digital literacy, supporting schools, and initiatives such as Safer Internet Day.

According to Eurobarometer research, one in six children in the EU has been a victim of cyber abuse, and more than 90% of citizens believe urgent measures are needed to protect children online.
