HAKOM at “BEREC Stakeholder Forum” meeting

The “BEREC Stakeholder Forum” meeting is taking place in Brussels and Mr. Domagoj Jurjević, Deputy President of HAKOM and Vice-Chair of BEREC will lead a panel discussion.
 
ZAGREB, 16 October 2014 – The “Berec Stakeholder Forum” meeting is taking place in Brussels today for the second time. The meeting will gather 150 participants, representatives of 90 different organizations, including representatives of national regulatory authorities (NRA).
 
The “BEREC Stakeholder Forum“ meeting is divided into three topics entitled “BEREC Strategy and Work Programme 2015.“, “Margin Squeeze test” and “Looking for the future model for roaming“. Domagoj Jurjević, Deputy President of the Council and BEREC Vice-Chair, will lead a panel discussion on the margin squeeze test. In addition to representatives of BEREC who will present a BEREC document on the margin squeeze test, the meeting will also be attended by representatives of three operator organizations ETNO, ECTA and the FTTH Council.
 
This topic is extremely important for promotion and sustainability of efficient competition in electronic communications, and the margin squeeze test is a key tool for encouraging investments into next generation access networks in accordance with the European Commission Recommendation on non-discrimination and costing methodologies. Operators investing in the development of fibre access networks may freely establish prices of their wholesale access service and one of the preconditions for this is that services offered to end users over next generation access networks must be at a level enabling other operators to offer similar services with a profit, which is proven by a margin squeeze test.
 
HAKOM is one of the regulators with the most experience in the application of the margin squeeze test and its knowledge and experience contributed to the development of the BEREC document containing an overview of best practice in the EU countries in this area.
