HAKOM in the Process of Developing an MVNO Model for Assessing Economic Replicability

A virtual workshop will take place on Thursday, 24 July.

ZAGREB, 21 July 2025 - In order to enable the provision of services by operators that do not own their own infrastructure for delivering mobile electronic communications services, and thereby encourage market competitiveness and the development of innovative services, HAKOM has imposed an obligation to provide MVNO access.

The MVNO access obligation applies to all operators that have been granted a licence for the use of the radio frequency (RF) spectrum at the national level, regardless of whether they are new operators or those already holding a licence for the use of the RF spectrum. This obligation covers all MVNO operator models.

In order to establish effective market competition in the provision of electronic communications services, the conditions under which an MVNO operates must enable it to replicate the retail services of the operator whose network it uses.

To this end, in the second half of 2024, HAKOM launched a project entitled “MVNO Model for Assessing Economic Replicability”, the main objective of which is to develop a tool for verifying the economic replicability of the retail offers of the operator providing network access.

For this purpose, HAKOM has engaged the consultancy firm Axon Partners Group Consulting (Axon).

All interested stakeholders are invited to join the virtual workshop on 24 July 2025 and provide their comments on the proposed MVNO ERT model. Details on how to register and the deadline for submitting comments will be published on HAKOM’s website.
