HAKOM invites comments on the MVNO model for the assessment of economic replicability

Proposals and comments may be submitted until 29 August 2025.

ZAGREB, 28 July 2025 - The Croatian Regulatory Authority for Network Industries (HAKOM) held a workshop on Thursday, 24 July, during which the participants were introduced to the details of the project entitled “The MVNO Model for the Assessment of Economic Replicability”. The aim of the project is to develop a tool for assessing the economic replicability of retail offers by operators that provide network access.

As a reminder, in order to enable the provision of services by operators that do not own infrastructure for delivering mobile electronic communications services - thereby fostering market competition and supporting the development of innovative services - HAKOM has imposed an obligation to provide MVNO access. This obligation applies to all operators that have been granted a licence for the use of radio frequency (RF) spectrum at the national level, regardless of whether they are new entrants or existing licence holders. The obligation covers all MVNO operator models.

All interested stakeholders may submit their proposals and comments on the MVNO ERT model and the accompanying documentation no later than 29 August 2025, via email to: MVNOert@hakom.hr. The feedback collected by HAKOM is of great importance for the further development and refinement of the model, and all relevant stakeholders are therefore encouraged to participate actively.
