HAKOM Participates in the Regional Regulatory Forum for Europe
ZAGREB, 28 September 2026 - The two-day ITU-EKIP Regional Regulatory Forum for Europe is taking place in Budva, Montenegro, under the theme ‘From Global Principles to Regional Practice: Shaping Digital Markets That Deliver’. The Forum is organised by the Agency for Electronic Communications and Postal Services of Montenegro (EKIP) and the International Telecommunication Union (ITU) - Regional Office for Europe.
This year's Forum builds on the outcomes of the 2026 Global Symposium for Regulators (GSR) and its Best Practice Guidelines. It is being held as part of the ITU Regional Initiative for Europe on the development of digital infrastructure.
The Forum provides a unique opportunity for high-level dialogue among various stakeholders on strategies and policies to strengthen the digital ecosystem, with a focus on emerging regulatory trends, universal and meaningful connectivity, resilient infrastructure, digital infrastructure development and investment in the digital sector.
The Forum will also provide an opportunity to discuss future activities in digital regulation at regional and global levels. A dedicated session will feature detailed presentations of new ITU tools designed for Member States, namely the Connectivity Planning Platform (CPP) and the Global Economic Model and Study (GEMS).
On the first day of the Forum, during the opening session entitled ‘Anticipating Change: Are European Regulators Ready for What Lies Ahead?’, Tonko Obuljen, President of the HAKOM Council, delivered a presentation on the experience and practices of Croatia's electronic communications regulatory authority. The President of the HAKOM Council also participated in a session entitled ‘Strengthening Coordinated Regulatory Action Across Institutions and Countries’.
On Tuesday, 29 September, a panel discussion entitled ‘Operators' Unilateral Changes to Contractual Terms - User Rights and Regulatory Measures’ is scheduled to take place, with Andro Marčev, Head of the Consumer Protection Department at HAKOM, participating.
