Half-Year Report on Consumer Disputes in Electronic Communications Published

The report provides an analysis of resolved disputes and is primarily intended for operators, with the aim of improving the way they handle consumer complaints at the first two stages.

ZAGREB, 10 August 2026 - The Croatian Regulatory Authority for Network Industries (HAKOM) has published its Report on Consumer Disputes with Electronic Communications Operators covering the first six months of 2026. The report provides an analysis of resolved disputes and is primarily aimed at operators, with the purpose of improving their practices in handling complaints and appeals at the first and second stages.

Under the Electronic Communications Act, initiating a dispute constitutes the third stage of the consumer complaints procedure, after consumers have exhausted the options for submitting complaints and appeals to their operators. HAKOM regularly analyses resolved cases and publishes the results twice a year, with the aim of encouraging operators to resolve consumer complaints and appeals as efficiently as possible.
