Higher Volume of Services Recorded on the Postal Services Market

The postal services market has seen an increase in the total number of services provided in the third quarter of 2025 compared with both the previous year and earlier periods of the current year.

ZAGREB, 10 December 2025 - Data collected by HAKOM from providers operating on the postal services market indicate that the number of services rose in the third quarter of 2025. Following several years of decline, growth was driven primarily by an increase in the volume of printed matter and parcels, while the number of letter mail items continued to fall. At the same time, total postal revenues also rose.

Higher Total Number of Services

In the third quarter, approximately 67 million postal services were provided, representing an increase of 11.7 per cent compared with the same period in 2024. The largest contribution to this growth came from the distribution of printed media, which the Republic of Croatia awarded to HP - Hrvatska pošta d.d. through a public tender from mid-year. This service falls under the category of other postal services, with a total of 10.9 million items of printed matter handled during the period. Such volumes are expected to continue in the coming months, which will inevitably impact the overall number of services.

A smaller, yet notable, contribution to growth came from the parcel segment, with 2.7 million parcels handled—an increase of 18.8 per cent compared with the previous year. In contrast, letter services continued to decline, with 2.1 million fewer items recorded compared with the same period last year. International traffic has been growing steadily since the start of the year, reaching 5.9 million services in the third quarter, an increase of 3.6 per cent compared with the same period in 2024.

Revenue Growth


Total revenue in the postal services market amounted to €99.1 million, representing a rise of 5.8 per cent compared with the previous year. While part of this growth stems from a higher volume of services, it has been driven primarily by premium services and price adjustments for certain services within the universal service framework. Premium services now account for approximately 58 per cent of total revenue.

Number of Providers Remains Unchange


The market continues to feature 24 active postal service providers. The largest of these is HP - Hrvatska pošta, with a share of 81.5 per cent of total services and 56.5 per cent of revenue. Providers are also expanding their network of access points, with 2,650 parcel lockers recorded in the third quarter—an increase of 278 compared with the previous quarter.
