Meeting of the HCM Agreement Working Groups Held in Zagreb

From 30 September to 2 October 2025, HAKOM hosted a meeting of the HCM Agreement working groups, which regulate frequency coordination in the range from 29.7 MHz to 43.5 GHz among 17 European countries.

Zagreb, 3 October 2025 - From Tuesday 30 September to Thursday 2 October 2025, HAKOM hosted an international meeting of the HCM Agreement working groups (the Technical Working Group, the Sub-Group for the Fixed Service, and the Sub-Group for the Mobile Service). The meeting laid the foundations for further negotiations with neighbouring countries on the signing of agreements for broadband mobile systems in the frequency bands 410-430 MHz and 450-470 MHz. Frequencies used for railway systems (RMR - Railway Mobile Radio) were also brought within the scope of the Agreement, which was comprehensively updated to align with the currently applicable EU and CEPT regulations (decisions and recommendations).

The HCM Agreement is an arrangement between 15 EU Member States, including Croatia, together with Liechtenstein and Switzerland, concerning frequency coordination in the 29.7 MHz to 43.5 GHz band. Its aim is to prevent harmful cross-border interference to fixed and mobile terrestrial services and to ensure the efficient use of the radio frequency spectrum.

The working groups of the HCM Agreement are responsible for improving and amending the Agreement, putting forward proposals for RF spectrum harmonisation, overseeing the coordination process, adapting to new technologies, and addressing multilateral agreements relating to coordination beyond the scope of the HCM Agreement.
