Parcel services have contributed to record revenues in the postal market

In the second quarter of this year, owing to a significant increase in parcel services, the highest-ever quarterly revenue from postal activities was achieved.

ZAGREB, 10 September 2025 - In the second quarter of 2025, postal service providers in Croatia generated a historic record revenue of almost 100 million euros, primarily due to a 17 per cent rise in the number of parcels delivered. Existing trends in the postal market thus continue: the number of letters and printed matter is steadily declining as a result of digitalisation, while parcel delivery is rapidly capturing an ever-greater share of the market, with clear prospects of becoming the most significant service in numerical terms as well.

Fewer overall services, but more parcels delivered


In the second quarter of 2025, the total number of services in the postal market continued to decline, amounting to 61.1 million - 6.1 per cent fewer than in the same period last year. This was mainly due to the reduced volume of letters and printed matter, which are increasingly being replaced by digital forms of communication. Compared with the second quarter of 2024, 5.9 million fewer letters were sent, a decrease of almost 13 per cent. The overall decline was partly offset by growth in parcel services, which increased by 16.3 per cent, or 2.4 million items. Parcels continue to make up an ever-larger share of the market, currently representing more than a quarter of all services, at 26.6 per cent. International traffic accounted for a total of 5.1 million cross-border items.

Revenue growth

Revenues from postal services continue to show a steady upward trend, reaching 99.1 million euros in the second quarter - an increase of 5.9 per cent compared with the same period of the previous year. The main drivers of this growth were the higher number of parcel services, which generated 51.35 million euros in revenue, and the increase in prices for certain services within the universal service framework.

Number of providers unchanged


At the end of the second quarter of 2025, postal services were offered by 24 undertakings, with HP-Croatian Post remaining the largest, holding an 80.3 per cent share of services performed and 56.7 per cent of total market revenues. The number of parcel lockers used by postal service providers to deliver consignments also increased, reaching a total of  2,372 in the second quarter - 205 more than in the previous quarter.
