Postal Services Market Records Increase in Service Volumes

The postal services market recorded growth in the total number of services provided in the third quarter of 2025, compared with both the previous year and earlier periods this year.

ZAGREB, 10 December 2025 - According to data collected by HAKOM from postal service providers, the number of services increased in the third quarter of 2025. After several years of decline, this growth was primarily driven by an increase in the distribution of printed matter and parcels, while letter-post volumes continued to fall. At the same time, total postal revenues also rose.

Growth in Total Services
Approximately 67 million postal services were delivered in the third quarter, representing an 11.7 per cent increase compared with the same period in 2024. The largest contribution to this growth came from the distribution of printed media, a service awarded to HP - Hrvatska pošta d.d. through a public tender from mid-year. This service is classified under “other postal services,” with a total of 10.9 million printed matter items delivered during the period. Such volumes are expected to continue in future periods, which will further influence the total number of services provided.
Parcel services also contributed, albeit to a lesser extent, with 2.7 million parcels handled, representing an 18.8 per cent increase compared with the previous year. Conversely, letter-post services continued their decline, with 2.1 million fewer items delivered compared with the same period in 2024. International mail has shown steady growth since the start of the year, with 5.9 million services recorded in the third quarter, a 3.6 per cent increase compared with the same period last year.

Revenue Growth
Total revenues in the postal services market amounted to EUR 99.1 million, 5.8 per cent higher than the previous year. While part of this growth reflects the higher volume of services, the main drivers were high-value services and price increases for certain services within the universal service framework. High-value services account for approximately 58 per cent of total revenues.

Number of Providers Remains Stable
A total of 24 postal service providers remain active on the market. The largest, HP - Hrvatska pošta, accounted for 81.5 per cent of all services provided and 56.5 per cent of total revenues. Providers continue to expand their networks of access points; in the third quarter, there were 2,650 parcel lockers in operation, an increase of 278 compared with the previous quarter.
