Revenue and Investment Growth Recorded in the Electronic Communications Market in 2025

In 2025, the electronic communications market recorded growth in both network infrastructure investment and total revenues, alongside continued user migration towards fibre-optic networks.

ZAGREB, 25 March 2026 - According to data from HAKOM, investment in network infrastructure continued throughout 2025, accompanied by growth in total revenues in the electronic communications market, as well as further migration of users to fibre-optic networks and very high capacity networks (VHCN).
Compared to the previous year, investment in tangible assets increased in the fixed network, while investment in tangible assets in the mobile network recorded a slight decline. The highest growth was achieved in VHCN networks, with more than EUR 135 million invested in 2025.

Revenues increased by 3.6 per cent


Total revenues from services in the electronic communications market amounted to EUR 1.870 billion, representing an increase of 3.6 per cent compared to the previous year. Revenues from mobile network services increased by 2.9 per cent, while revenues from fixed network services rose by 5.1 per cent.

Continued migration of users to fibre-optic networks


User migration to fibre-optic infrastructure continued in 2025. The number of fibre-optic connections increased by 119,373 compared to the previous year, while the number of copper network connections decreased by 84,138. The total number of fibre-optic connections reached 470,996, accounting for 39.8 per cent of the total 1,184,418 connections in fixed networks.
The number of connections via VHCN networks amounted to 618,640, bringing their share to over half of all fixed broadband internet access connections. The share of connections with speeds above 100 Mbit/s reached 55.4 per cent, while connections exceeding 300 Mbit/s accounted for 41.7 per cent of all connections.

Decline in the use of traditional telephone services


The decline in the use of publicly available telephone services in the fixed network continued. Revenues from these services fell by 14.8 per cent, while outgoing traffic decreased by 12.5 per cent compared to the previous year. The number of users declined by 1.5 per cent.
In the mobile network, a revenue decrease of 2.1 per cent was recorded, despite a 5.2 per cent increase in the number of users. Outgoing traffic declined by 2.9 per cent, accompanied by a decrease in the number of SMS and MMS messages sent by 21.4 per cent and 16.8 per cent respectively, indicating continued use of internet-based communication services (OTT).

Growth in OTT service revenues


The total number of pay-TV connections increased by 1.3 per cent, reaching 939,653. The number of connections across all observed technologies declined, except for operator OTT services, i.e. internet-based television services, which recorded growth of 58.6 per cent.
Total revenues from pay-TV services amounted to EUR 39.7 million, representing an increase of 7.6 per cent. The largest contribution to this growth came from operator's  OTT services, whose revenues increased by 136.2 per cent to nearly EUR 8 million.
