After New Year basic data transfer speed at least 1 Mbit/s

From 1 January 2015, a special retail package with data transfer speed of a minimum of 1 Mbit/s will be available to all users who do not have the technical capacity to use standard packages offered on the market and to a socially disadvantaged group of end users. The existing prices and conditions apply to the existing users of a special retail MAXnet mini package for universal service of at least 144 kbit/s pending the submission of a request for a package of a minimum of 1 Mbit/s.
 

ZAGREB, 18 December 2014 – A provision of the Ordinance on universal services in electronic communications pursuant to which Hrvatski Telekom d.d., as the universal service operator, is obliged to provide data transfer speed of at least 1 Mbit/s to natural and legal persons, at prices that have been previously approved by HAKOM, will enter into force on 1 January 2015.
 
A special retail package with data transfer speed of a minimum of 1 Mbit/s must be provided by HT upon request of any end user in the territory of the Republic of Croatia at a fixed location to whom, at moment of the submission of the request, HT is unable to provide any of the standard offered packages. The above-mentioned package must be provided by Hrvatski Telekom to socially disadvantaged end users as well, regardless of whether it is able to provide any of the standard packages to such uses.
 
Since the basic data transfer speed up to 31 December 2014 amounts to a minimum of 144 kbit/s, the existing end users of a special universal service retail package MAXnet mini, who have concluded a subscription contract by 31 December 2014, shall continue to be subject to prices and conditions applicable at the moment of signature of the contract, up to the submission of a request for a minimum speed of 1 Mbit/s. Hrvatski Telekom must notify the existing end users in its December 2014 bill of the possibility to subscribe to the minimum access speed of 1 Mbit/s.
 
Universal services are basic services in electronic communications which must be available to all end users of services at affordable prices in the entire territory of the Republic of Croatia on the basis of a reasonable end user’s request, regardless of their geographical location. The scope of services covered by universal services include access to the public communications network and telephone services at a fixed location (transmission of voice, data and telefax), efficient Internet access, directory of all subscribers, directory inquiry service, public pay phones, special tariff systems adjusted to needs of socially disadvantaged groups and special measures for disabled persons.
