European Commission Publishes First Report on the Interaction of the Digital Services Act with Other EU Legislation
The report:
- Confirms the retention of the threshold criterion of 45 million average monthly active users of a service in the current digital environment;
- Presents one of the most comprehensive mappings of EU law to date, analysing 54 legal acts in relation to the DSA across a range of areas, including consumer policy, the audiovisual and media sector, intellectual property, the environment, democracy, security, and justice;
- Shows that the DSA largely complements sectoral legislation and establishes a horizontal, fully harmonised framework for digital services, with a few limited cases of potential overlap where closer coordination will be required;
- Notes that the findings of this report will provide a basis for future legislative initiatives and revisions of existing acts.
