HAKOM plans to reduce fees for operators

HAKOM has presented a new ordinance on the payment of fees for the performance of its activities in 2014 for public consultation. The plan is to additionally unburden the economy in the electronic communications and postal services market next year.
 
ZAGREB, 13 December 2013 – HAKOM has presented the “Ordinance on the payment of fees for the performance of activities of the Croatian Post and Electronic Communications Agency” for public consultation. According to the relevant EU directives, independent national regulatory bodies, such as HAKOM, are not funded from the state budget, which has been embodied in the legislative framework of the Republic of Croatia in the EU accession negotiations. The ordinance subject to public consultation shall determine the amount and method of payment of the fee for the performance of HAKOM’s activities, which, among others, include: consumer protection and market regulation, the management of limited national goods: radio-frequency spectrum and numbering and addressing. The amounts of fees prescribed by the Draft Ordinance are considerably lower than the previous.
 
The most significant reductions apply to the segment of fees for the management of the radio-frequency spectrum, where the fee for the frequencies allocated to the operators of mobile communication networks is reduced by over 30 per cent, and to the fees for other HAKOM’s activities, such as regulation, market supervision or consumer protection, for which a 20 per cent reduction is proposed. The ordinance brings a novelty that all operators with the annual turnover not exceeding one million kunas will not be subject to payment of the fee to HAKOM.
