Learn About Your Rights – New Digital Leaflet and Printed Brochure by HAKOM

The published materials provide information on complaints, contracts, contract termination, service faults, service speed and quality, roaming, universal services, unsolicited communications, and accessibility.
ZAGREB, 10 March 2026 - The Croatian Regulatory Authority for Network Industries (HAKOM) has prepared a new digital leaflet and a printed brochure entitled “Learn About Your Rights”, aimed at informing users of electronic communications about essential information and guidance regarding their rights.

The leaflet presents, in a simple and clear manner, key information on:
  • Complaints handling procedures
  • Concluding and terminating contracts
  • Service interruptions (faults) in the fixed network
  • Internet speed in the fixed network
  • Quality of service in the mobile network
  • Roaming in EU/EEA countries
  • Universal services
  • Protection against unsolicited electronic communications
  • Accessibility for persons with disabilities
The digital leaflet is optimised for reading on mobile devices and includes links to all relevant content (e-complaints, HAKOMetar, educational videos, and webinars) and is available online via the link. The printed brochure is intended for users with lower levels of digital literacy and is distributed through consumer protection associations to their members.
