Public call to determine quality of universal service provision in the electronic communications

At least once in two years HAKOM determines whether the  universal services are being provided in an appropriate manner and with an appropriate quality and which operators are interested in providing one or more services within the framework of universal services and/or covering different parts of the territory of the Republic of Croatia.


ZAGREB, 24 February 2022 – Croatian Regulatory Authority for Network Industries (HAKOM) announces a public call for determining the quality of universal service provision in the electronic communications. HAKOM is obliged to promote the interests of users within the electronic communications services in various ways, inter alia, by providing the access to universal services for all users. Universal services are basic services in the electronic communications that must be accessible to the all end users of services at an affordable price across the entire territory of the Republic of Croatia, based on a reasonable request by the end user, regardless of their geographical location.

Pursuant to Article 22 of the Electronic Communications Act, upon public call expiry date, HAKOM will publish all received opinions, comments and suggestions, which can be submitted until March 16, 2022, by 12: A.M.
