Public discussion on the HAKOM’s Council Decision to give prior approval to plans for the development of mobile communications networks and broadcasting networks

The public discussion is opened until 4 August.

ZAGREB, 5 July 2022 - After the Council of the Croatian Regulatory Authority for Network Industries (HAKOM) gave its prior approval on 30 June 2022 on the proposal of a new unified plan for the development of mobile communication infrastructure and on the proposal of a new plan for the development of electronic communications infrastructure in broadcasting networks, a public discussion was opened, which will continue until 4 August 2022.

On February 11, 2022, HAKOM received a proposal for a new unified plan for the development of mobile communication infrastructure (locations of built antenna pillars and planned zones for the installation of standing antenna pillars) by the Croatian Employers' Association – an association of information communication activities, for the purpose of issuing prior approval. An integral part of the Regulation on the criteria for the development of electronic communications infrastructure and other related equipment (OG No. 131/12 and 92/15; hereinafter: the Regulation) are an integrated plan for the development of mobile communication infrastructure and a plan for the development of electronic communication infrastructure in broadcasting networks.

In compliance with the Article 14(3) of Regulation prescribes the procedure related to amendments to the Integrated Urban Communication Infrastructure Development Plan (Integrated Plan) and the proposal of the new Broadcasting Network Development

Plan (Network Development Plan), which implies obtaining the prior consent of HAKOM to the proposals thereof. Based on the prior consent of HAKOM, mobile communications operators and broadcasters may submit proposals for new plans to the
Ministry responsible for electronic communications, so that the Minister responsible for electronic communications may propose amendments to the Regulation to the Government of the Republic of Croatia.

Following the prescribed procedure for adopting amendments to the Regulation, i.e. its annexes, HAKOM requested an opinion from Odašiljači i Veze d.o.o. regarding their need to amend the existing plan for the development of electronic communication infrastructure in broadcasting networks, which was submitted on 24 February 2022, as a proposal for a new plan for the development of electronic communications infrastructure in broadcasting networks. On March 9, 2022, HAKOM also invited other operators, holders of regional licenses for the use of radio spectrum for the 5G network, to join the process of amending the Regulation, i.e. to create a new integrated plan. The final proposals for the plans of all operators were received as of 16 May 2022.

Each antenna pillar and the EC zone are assigned a unique identifier that unambiguously establishes a link between the components of the plans (e.g. the antenna pillar and its related EC zone). This way of marking and expanding content enables a better quality analysis of existing plans and monitoring of chronological amendments to the annexes of the Regulation, i.e. the historical monitoring of the development of electronic communication infrastructure to all stakeholders concerned by the Regulation, as well as to the interested public.
