The Croatian Regulatory Authority for Network Industries (HAKOM) has published an analysis of communications service quality indicators for the second half of 2025

ZAGREB, 14 May 2026 - HAKOM has published an analysis of quality indicators for public communications services in fixed and mobile electronic communications networks in the Republic of Croatia for the second half of 2025. The analysis indicates a satisfactory level of quality in electronic communications services across both fixed and mobile networks.

In fixed electronic communications networks, stable trends in service quality were recorded. The average time required to establish a service in the second half of 2025 decreased compared with the previous period, while faults continued to be resolved more quickly than within the prescribed deadlines. In the broadband internet access segment via fixed networks, particularly in relation to fibre-optic (FTTH) infrastructure, consistently high data transmission speeds and very low latency levels were recorded. The results indicate a satisfactory quality of service and enable the reliable use of more demanding internet services, with a high level of availability and connection stability.

In mobile networks, the performance of data services continued to improve, particularly on 4G and 5G technologies. Data transmission speeds increased compared with previous periods, reflecting the continued enhancement of network capacity and the technical capabilities of mobile networks.

The analysis of quality indicators in the electronic communications market is based on data submitted by operators in accordance with the regulatory framework and includes a comparison of selected indicators over the last three half-year periods. This enables the monitoring of developments in service quality parameters and the identification of market trends. The results should be interpreted in the context of the relevant technology, measurement conditions and the methodology prescribed by the Ordinance on the Manner and Conditions for Performing Electronic Communications Networks and Services Activities.
