Guidance on granting the licence for the use of radio frequency spectrum 
 
The application for granting the licence for the use of radio frequency spectrum shall be submitted to HAKOM in writing.

Licence for the use of the radio-frequency spectrum in amateur service is applicable to all radio stations, which the radio amateur has registered when submitting the application for the issuance of the licence. If the radio amateur purchases additional devices or replaces the registered devices by new ones, before starting with work the radio amateur must report any occurred changes to HAKOM. This includes data on the location of the amateur radio stations and technical data for each amateur radio station the radio amateur is using, as well as any modification of data on the existing radio station. The registration shall be submitted by submitting a new application for the issuance of the licence for the use of the radio-frequency spectrum in amateur service.

The conditions of assignment and use of the radio frequency spectrum for the needs of amateur radio communications, the sitting for amateur radio examination, as well as technical and other conditions of use of amateur radio stations and equipment are prescribed by the Ordinance on amateur radio communications (OG 45/12).

When submitting the application for granting of the above-mentioned licence the applicant must:
  • Accurately complete the application form for granting the licence for the use of radio frequency spectrum in amateur service:
    • For every device provide information on the frequency band used and the relevant antenna systems with marked gain in dBd (including calculated cable and connector loss);
    • For the maximum permissible strength of the transmitter (W) - enter the maximum strength of the device (if given on manufacturer’s declaration);
    • Use the above to calculate ERP (W);
  • The completed form must be supplemented by the following:
    • Documents pursuant to Article 14, paragraph 5 of the Ordinance on conditions for assignment and use of the radio frequency spectrum (OG 45/12 and OG 50/12) i.e. the certificate on the proposal of a radio call sign and a certificate on amateur radio operator class, issued by the Croatian Radio Amateur Association;
    • The original of the previously granted licence for use of the radio frequency spectrum (if the licence was granted),
    • In case of amateur radio stations with effective radiated power of/or higher than 100 W(1)pursuant to the Ordinance on special conditions for installing and use of radio stations (OG 45/12):
  1. antenna radiation diagram – a horizontal and vertical radiation diagram of the antenna system with the marked maximum gain and possible directions of maximum radiation;
  2. ground plan and side elevation of the antenna system - an overview of the position of the antenna system on the location with indicated distance from the ground and the facility on which the system has been installed;
  3. map of the area with the point of installation and points at which individuals are likely to spend more time (areas of increased sensitivity) drawn into it – a copy of the map in the adequate ratio (1:1000, 1:2880) with the marked location where the antenna system has been installed and the delineated safety distance zone(2);
  4. if there is an area of increased sensitivity (3) within the safety distance zone, it is necessary to submit the calculation of the anticipated intensity of the electromagnetic field in the special sensitivity area within the safety zone and draw it into the map referred to in item c).
  • A copy of a certificate or another public document containing data on the personal identification number (OIB)(4)


(1) For amateur radio stations with effective radiated power of or higher than 100 W, HAKOM shall issue the certificate of conformity together with the licence, in accordance with the Ordinance on special conditions for installing and use of radio stations.
(2) The safe distance shall mean the distance from the site of installation of the transmitter antenna system, at which the electric field values equal border levels.
(3) The area of increased sensitivity shall mean the buildings for public, housing and business use intended for the accommodation of people, plots of land on which housing buildings, schools, kindergartens, maternity hospitals and hospitals, tourist facilities and playgrounds for children are situated (according to the town-planning scheme), as well as surfaces of not built plots of land intended for the above mentioned purposes according to the town-planning scheme.
(4)  In case an applicant has previously provided HAKOM with a certificate or another public document containing data on OIB, such an applicant shall not have the obligation to re-submit them for further licences.
